Insurance and fintech hiring in Cambodia: the hardest specialist roles

Insurance and fintech specialists in Cambodia working across actuarial, AML, risk management, data engineering and compliance roles.

The hardest hires are actuaries, AML heads with real investigative depth, risk managers ready for risk based capital, and senior data people. Keep regulator facing and customer facing roles local, source the scarcest technical skills regionally, and write knowledge transfer into every foreign hire so the capability stays in Cambodia.

Which specialist roles must be local, and which can be regional?

Roles that face the regulator, the customer or the claim should sit in Cambodia. Roles that depend on a skill the local market has not yet produced in numbers can sit in a regional hub, provided someone local is learning the work.

The market is small and crowded. Insurance Regulator of Cambodia data, reported by the state news agency AKP on 1 February 2025, put 2024 gross premium at US$356.4 million, up 3.5 per cent, with penetration at 1.16 per cent of GDP. That premium is shared by 18 general insurers, 14 life insurers, 7 microinsurers, 1 reinsurer and 20 brokers. Forty carriers competing for the same few specialists is the real constraint.

Role

Local or regional

Why

Country CEO, compliance head, money laundering reporting officer (MLRO)

Local

Regulator relationship and accountability

Claims head, bancassurance and microinsurance distribution

Local

Customers, partners and field teams are here

Pricing and reserving actuary

Regional lead, local analyst

Few qualified actuaries in market; build a local pipeline

Capital and risk modelling

Regional at first

Needed as risk based capital approaches

Data scientist

Regional or local, once data exists

Depends on transaction volume, not ambition

Information security architect

Regional, with a local lead

Scarce senior skill; daily operations stay local

The rule we apply across insurance industry recruitment holds here: decide what must sit close to the regulator first, then solve for skill wherever it is. The same logic applies to who runs the search, the question behind does your specialist recruiter need to be local.

Where do you find actuarial capability with one licensed actuarial firm?

Mostly outside Cambodia, for now. The same AKP report counted 1 actuarial firm serving that entire market, so an insurer that needs pricing, reserving and product work cannot simply buy it locally.

Three models work. A regional actuary signs off and sets method, supported by a Cambodian actuarial analyst who runs the data and learns the judgement. A group actuary from the parent covers the entity, again with a local analyst attached. Or you sponsor a strong local graduate through exams from year one and accept that it takes years. Most insurers need a mix of the first and third.

The pressure will grow. A Strategic Development Plan for the Insurance Sector 2025 to 2030 is in place, as Cambodia Investment Review reported in April 2026, and the regulator has signalled a move towards risk based capital over the rest of the decade. Capital modelling needs actuaries who have worked under such a regime before. Our actuarial recruitment practice starts with that experience, not with the passport.

Is AML a real career track after the grey list exit?

Yes. FATF removed Cambodia from its list of jurisdictions under increased monitoring on 24 February 2023, and leaving the list raises the bar rather than lowering it. The controls built during monitoring now have to keep working without the spotlight, and that takes people, not a one off project.

Payments make this sharper. Bakong is the National Bank of Cambodia’s payment system and KHQR its national QR standard, and according to Bank Negara Malaysia the Malaysia and Cambodia cross border QR link reached phase two on 8 April 2025. Cross border flows need transaction monitoring analysts, sanctions screening specialists and investigators who can close an alert with evidence, not just clear a queue.

For a young Cambodian professional, AML is one of the few compliance paths with regional mobility. For employers, the scarce hire is the MLRO who has run investigations and faced an examiner. Our risk and financial advisory recruitment work treats that as a specialist search, not an operations role.

When should a fintech hire data scientists?

After it has clean data and enough of it. A lending or payments fintech in its first year usually needs a data engineer and an analytics lead before a data scientist, because a credit model without repayment history is a guess with a confidence interval.

Policy direction supports building properly. Cambodia’s Financial Technology Development Policy 2023 to 2028, adopted on 7 July 2023, rests on inclusion, stability and innovation, and the National Bank of Cambodia launched its Financial Sector Development Strategy 2025 to 2030 on 17 December 2025. Stability is the word to hire against: model risk and data governance should arrive with the first scientist, not a year after.

What do foreign specialists ask about work permits and quotas?

They ask practical questions, and a good offer answers them in writing. Who files the work permit and who pays the renewal? Does the permit end with the contract? Is there space under the company’s foreign staff quota? What happens to a spouse or family? These questions come up again and again in expat forums, usually from people who wish they had asked before signing.

Rules change, so take current advice from Cambodian employment counsel before you make the offer, and put the answers in the offer letter. Candidates notice the difference between an employer who has done the work and one who says “HR will sort it out”.

How do you transfer capability instead of creating dependence?

Name the successor on the day you hire the foreign specialist. Every regional actuary, AML head or data lead should have a Cambodian deputy with written objectives: run the quarter end alone by month twelve, present to the board by month eighteen.

Then measure it. If the deputy cannot yet run the process without the expert in the room, the transfer is not working and you should find out why. Pay for exams. Rotate the deputy through the regional hub. Document methods in plain language. The goal is a team that still functions when the foreign specialist leaves, because eventually they will.

Does the recruiter need to be in Phnom Penh?

Search is specialisation led, not location led. A recruiter hiring a banker in Bangalore needs to understand banking, not live there, and the same holds for an actuary or an MLRO in Phnom Penh. What matters is whether the person running the search can tell a reserving actuary from a pricing one, or an AML investigator from someone who clears alerts. Local knowledge still counts for the roles that face the regulator and the customer. But in a market with few specialists, a recruiter who knows the discipline will find the regional candidate who fits, and will know which local deputy is ready to learn from them.

Frequently asked questions(FAQs)

1. How big is Cambodia's insurance market?

According to Insurance Regulator of Cambodia data reported by AKP on 1 February 2025, gross premium in 2024 was US$356.4 million, up 3.5 per cent, and penetration was 1.16 per cent of GDP. The market had 18 general insurers, 14 life insurers, 7 microinsurers, 1 reinsurer, 20 brokers and 1 actuarial firm.

No. FATF removed Cambodia from its list of jurisdictions under increased monitoring on 24 February 2023. Leaving the list does not reduce the need for AML staff. The controls built during monitoring still have to work every day, and cross border payment links, such as the QR link with Malaysia, add to the demand for transaction monitoring and investigation skills.

Roles that face the regulator, customers or claims should normally be local: the country CEO, compliance head, MLRO, claims head and distribution leads. Scarce technical roles such as pricing and reserving actuaries or capital modellers can be regional at first, as long as a Cambodian deputy is learning the work with clear objectives.

Once it has clean, sufficient data, typically after a data engineer and an analytics lead are in place. A credit or fraud model needs transaction and repayment history to be useful. Hire model risk and data governance capability alongside the first scientist, in line with the stability goal in Cambodia’s fintech policy for 2023 to 2028.
